Appellate attorney David Ettinger was recognized in Super Lawyers

Appellate attorney David Ettinger is devoted to combating barriers for litigants who can’t afford to pay high fees to have their day in court. His work with Public Counsel was featured in the 2013 Southern California Super Lawyers magazine.

California’s fee waiver laws are of particular interest to him. As David told Super Lawyers, fee waivers are “fundamental to access to the courts for poor people” -- indeed, when courts refuse to waive filing fees that people can’t afford to pay, “they can’t even start a case.” When the Legislature revised the fee waiver laws in 2008, David submitted comments and suggestions to preserve safeguards for litigants with low incomes. 

“David has been a bedrock of support for Public Counsel’s Appellate Law Program since it began in 2007, and he is the first person I call when I have a question about fee waivers or appellate procedure,” says Lisa Jaskol, Directing Attorney of the Appellate Law Program.

David is a partner at the appellate firm Horvitz & Levy LLP and donates his time to pro bono cases referred to him by Public Counsel. He believes pro bono work gives “people who are disadvantaged in the legal system because they don’t have legal counsel more of an equal chance to be heard.”
