Daily Journal: Lawyer-Mayor Targeted in Civil Rights Suit

The Daily Journal reports as Public Counsel files a federal lawsuit on behalf of the NAACP and an Antelope Valley community group that alleges discriminatory policies against black and Latino families in Lancaster and Palmdale.

The NAACP and an Antelope Valley community group are expected to file a federal lawsuit today that alleges well-known personal injury lawyer R. Rex Parris has been instrumental in developing discriminatory policies against black and Latino families in Lancaster.

The complaint -- obtained by the Daily Journal -- names the cities of Lancaster and Palmdale as defendants....

"City officials have gone so far as to declare war on black and Latino families," said Catherine Lhamon, director of impact litigation at Public Counsel. "Fifty years after courts outlawed racial segregation, Lancaster and Palmdale have turned back the clock, turning neighbor against neighbor in the process."
