OC Register: Disabled Costa Mesa man released from ICE custody

SANTA ANA – A mentally disabled Costa Mesa man who has been in Immigration and Customs Enforcement custody for five years without a chance to challenge his detention was released Wednesday.
Jose Antonio Franco Gonzalez, 29. who functions at the mental level of a child and cannot tell time or remember his birthday, walked out of a Santa Ana facility with his mother and father a little after 1 p.m.
"I'm happy,'' he said in Spanish in a timid voice. "I was sad. I don't want to return there."
